Simply put, yes it’s normal. Bills are in sequence in packs of 100. That’s what you’re seeing.
That’s the problem. Contact your local postal inspector and file a complaint with them.

If it’s anywhere but a HA auction it’s not real.
Definitely not a cud as a cud must be on the rim. It does have a nice BIE die break. A definite keeper.
