Could be. The spots appear to be embedded grease. The flakes of copper are actually floating in little specs of grease. I took one off very easily...
I found these today going through a roll of 1964 P. Both have a very similar crack on the skull from just above the ear to just above the eye....
The only reason I would hold them is in case a new error or variation is found. But, I keep everything.
