That looks incredibly thin, what does it weigh?
Of course it is a Franklin Mint produced coin. Their intertwined FM logo is clearly visible on the reverse at the bottom below the bird's foot
A clash can happen at any time during the process when there is no planchet in the collar, and the parts of the E Pluribus Unum that are visible...
If that is the only time it has been seen, how likely is it that this Ike has the same issue. Some sort of exaggerated clash seems more likely...
