It's a zinc Cent and the copper coating was removed so it's damaged.

Originally it was not plated but then after it left the Mint it was plated. Now, most of it was removed.

The C in CENT is damaged as stated but it looks as it was part of the vise that damaged it. This was not caused by or at the Mint. Yes, it's damaged.
