If the luster is there and it is toning (and not hazing), then I could see at least a 63 grade.
And then offer it as a PQ+ "undergraded" gem.

Like @Lehigh96 mentioned it's all nickels. Morgans (which they can be too lenient on) are the easiest to find with stars. Nickels and world coins...
Pretty much...I'd have to see full scale rainbows before being comfortable guessing a nickel has a star.
I wanted to add that someone looking for just one nice Morgan (say for a box of 20) or a type set, should keep all grades between MS 63 and MS 66...

MS 67 (not FS; no star) ....this one is very attractive and clean ....steps not there...and no star since NGC doesn't tend to give many for nickels
66....clean overall (might even have a case for 67)....I did vote 5FS because I thought they might give it even with the nick through the steps...
I was torn between 64 and 65 but bumped to a 65 based on luster/clean fields....that hit in the middle of the cheek could prevent the 65 and keep...
