Your coin is an ordinary quarter- worth $0.25. No mint mark indicates it was minted in Philadelphia. Not rare, and not an error.
Your coin, being harshly cleaned would probably be disqualified from a grade if sent in to NGC or PCGS. I completely agree with @toned_morgan-...
I agree- it's a filled die error- not a very significant one, too. Before you send coins to PCGS, look up their mintage, value, varieties, etc. or...

It doesn't appear to be a die gouge, but just some damage inflicted in the coin's circulation.
