I understand that. Simple question. If I buy a PCGS graded coin from an LCS or even on ebay does the guarantee extend to me.
They'e hard to tell the difference sometimes depending on the photo.

If that one is a 28 it looks like it might be VF. If it is it would be worth grading. Better pictures are needed.

She actually ended up being a teacher in rural Worth Co. Iowa.
In 1930 Dorothy Harmon was a 14 year old school girl living Kensett Township, Worth Co. Iowa. So 1929 could be the right year.
The men on this site are some of the best in the business (excluding me). It would serve you well to listen to their advice.
A steel cent would weigh 2.7 grams, but I highly doubt that is what you have. Pictures are needed.
8 tail feathers were only made in part of 1878. There is also a 7/8 tail feathers variety.

Since you asked for value I'm gonna go out on a limb with my not so professional opinion and say $400 to $500 even in that condition.
Beautiful coin, but not a fan of the label.
Even experienced collectors see things after they look at a coin for the 2nd 3rd or 4th time.
