These come out of mint sets and have value. I had a couple from Denver still in the packaging, but I sold the sets.

Yes I couldn't tell from the photo and would also be in the F-15 range. Better clear, close up photos to determine if it's VF or falls short.
I do believe, the money to be made is at the very top. People who have bought the absolute highest desired coins, 1913 nickel, 1943 copper, etc....
