The BEP wouldn't know because they don't distribute notes to your local bank. They ship them to the Fed.

If the note were UNC it would be more likely that the smear could be from the BEP. This note has seen circulation and anything could have caused...
Since the note is circulated and the smeared seal cannot be definitely identified as a BEP error, it detracts from the value of the note.
