It's correctly graded. Solid F-15. There is not enough of the headband nor feather detail for this to be VF.
Just as a general pointer, for EF the lines between the feathers near the wingtips must be clear and not worn together. Not seeing that on either...

And, IMO, this is probably your problem. If PCGS thought they were 66's, then they would not have crossed. The cameos on the halves look fine to me.
