Normal but dirty. The dirt has formed around the image on the coin so it appears as doubling. If you clean the coin it will lose the doubled look.
It's one of the better Laminations I've seen in a long time. It's circulated but not well circulated. Thank you for sharing. :)
That's the way I bought it. Even with a 30x there are no signs of any strike but it does show light signs of wear. I can only speculate that coins...

It's hit or miss. I've found nothing and I've found 3 rolls plus. Just depends on who turned them in to the bank.

The someone was the US Mint. Nice job in taking the coin with you and I'd avoid that dealer in the future.
