I too haven't gotten one in a very long time. Been about two years since I last got one. I think they only give them to members who don't buy often.

It probably could but I imagine it would get real heavy. The weight of the coins would probably make flipping the sleeves unstable as well as...
I had never heard of it either until recently. The one I got is the standard size which has smaller sleeves so it doesn't fit graded notes....
