Tough to grade a proof from just one set of images. Even with several images, hairlines can be hidden. I would want to see the coin before buying it.

I'm at MS63 but that's a wild guess. The images don't show much about the luster.
The mint has offered some stuff in paper wrappers for direct sell to collectors. Those were a bit special.
