I agree. Also the bale has been re engraved. Someone really wanted to "pretty up " the obverse. Otherwise not a bad looking example of a coin...

Usually when they "detail" a coin they will (but not always) list one problem. They could have just as easily listed "cleaned" on this one.

I think they are probably adjustment marks. Let's remember that the files used at the time were crude devices that were made by hand.
