Agreed, the NIFC's I found in the box while nice would not possibly grade above MS63. Also interesting, I did find two proofs - 1992S and 2001S....
I must agree with NGC. The bottom step is clearly missing on the right hand side. Enough bag marks to be 65 over 66 and certainly not 67.
