Welcome. Your coin is not an RPM (repunched mintmark). It looks like plating issues/zinc rot.
I think there is also some split plating on the top of UNITED.

This coin is dated 1994. 1989 was the last year that mintmarks were hand-punched into the die. It isn't an RPM.

Yep, looks like the obverse and reverse were struck through grease.
If it was really struck on a dime planchet, the coin would be entirely silver-colored (no copper color visible), and it would be a lot smaller....
