This coin is simply damaged. Nothing else is going on.
The orientation of it sure looks a lot like 020, but if you're not seeing any more doubling, I'm not sure which one you've got there.

I would say definitely struck through some type of foreign matter. Might have been hardened grease or metal shavings.
There isn't a single thing in that link that says or even implies that there is extra metal involved with a clash.
