I have a hard time grading it- there is a lot of verdigris on the reverse (and some on the obverse)
If you could somehow eradicate the first two numbers, it could be a birthday note for someone born of August 20th, 1950. LOL

Yes, but since it is still 95% copper it would be considered copper rather than brass, which i believe has more then just 5% zinc.
