I cannot find where I originally read the definition, but this one is very similar.
I've a 2000 D mint set, the half has similar toning yet much less dramatic... Did this, by chance, come from a mint set?

I think it's natural, rather mellow. Grade? I would say 66, but I think that fairly obvious drag on the neck would keep it at 65.
Also, I must add, that luster decreases with wear or circulation to/on the coin. Most coins below AU-50 are quite lacking in the luster...

I'm saying that the amount of mint luster on the coin is an indicator that this is more than XF-40.
