Cents aren't clad, they are plated.
It is definitely not a greased strike through, as this would obscure some of the details, instead of creating a raised bump. This could be a die...

It is an error, it's called an off center coin, when the planchet is, well, off center when struck. I would venture to say it's from 1975 to 1979...
