It appears low to mid MS to me. Its a pretty weak strike but I think this date/mm combo consists of weak strikes so take that into consideration....
Yes, it has plenty of cartwheel luster. It looks much nicer and brighter in hand than in the photos.

Just so you've got it straight, there are not silver nickels in silver proof sets, or as you call them, collector coins.
For dimes & quarters any up to & including 1964 are 90% silver. Nickels contained 35% silver from 1942 thru 1945.

The color is definitely not flat. This coin is full of luster, but the photo is at the wrong angle for that. I haven't mastered my coin...
I've come to the conclusion that it's just a pretty weak strike. No evident wear.

I've never dipped before. Don't know what to use, where to get it, or how to use it. I like this toning, but I do have a few that are great...
It's not a GSA. I think it's just a generic holder. It comes open very easily.
