If it has luster like you say it does, it could get a 65. NGC really focuses on the luster on alot of their grades.
MS-64, they may bump it up since it's a semi key date. But to be honest, it's just a guess. Still trying to learn.

The Indian Head Gold coins, Peace Dollars, I'll have to agree with. Those are some of the toughest coins for me to grade.
