Looks clean enough for a 67, but I'm guessing 66rd.
61 is a dangerous grade. Often the sign of a "problematic" coin. Be careful, as the "problems" may not be obvious.
I would bet on that or MS-70. Some type of detergent is the only thing I'm aware of that causes that type of toning.
The coin appears to me to have AU details. I cannot decipher if the coin has been overdipped from the photos provided, but that certainly is one...
