I would trust NGC's 'star' designation. They don't just give those out and I'm sure that they are a very, very small number of all of the MS...
I prefer to use my spare time learning about numismatics...NOT policing eBay. lol

Maybe there are PCGS 66s out there that are nicer than the NGC 67s, and cheaper to boot. Just wondering.
Why are all of the top pops in NGC holders? Are they more lenient than PCGS?
It looks polished to me as well, and if it is, it wouldn't even grade at PCGS or NGC. I'd say that you paid about 4X what it is worth, sorry.
