I thought the same thing when I first heard of this. Apparently some dealers think that it is easier to sell 20 $50 obsoletes then 1 $1000 piece.
You'd be surprised, I have heard of people cutting these up because the individual notes are an easier sell then the entire sheet... sad as that...
