Doesn't look like a double-die (DDR) to me. Probably Mechanical Doubling, but it would help to see the whole coin... Take Care Ben

Looks like a late die state O-105. The same reverse dies were used on both varieties; O-105 and O-117. I'm basing this on (1 & 13) star...

Not much needed, it keeps the coin from rusting. Remember, they were coated in a thin layer of zinc (dipped) after they cents were struck.
