I agree with GDJMSP. I unfortunately do not think PCGS will grade it as I believe it was polished.
I'd be a 65 bn on this one. I wouldn't be shocked to see it in a 66 bn holder either. That coin is gorgeous!

I am fairly certain this coin has been harsly cleaned and retoned. I would personally avoid it.
Use cotton gloves, I would highly recommend not using latex gloves.

I think they mean that a penny struck on a dime planchet is a popular and sought after error.
