It looks like a nice lamination error on the reverse. The obverse looks like scratches to me. @paddyman98 is the man for you on this coin.

That’s not damaged, it’s a mint error. It was struck through grease and a lot of it. Nice find. Put in a flip and protect it.

I have two with this same error. One is a 1922D the other a 1923D. I'll try and add photos soon but definitely from the same die!
