      coinaddict, I am somewhat confused with your 1883 you have 4 sale. The NGC statement indicates this is not a certified holder and they don't guarenty the coin at all. I also do not agree with the grade of MS63 as it appears more of an uncirculated rating as also indicated on the holder. Because I am not sure if this is a GSA coin or holder I would offer you $ 140.00 through paypal.
