It looks to have been cleaned a long time ago but has retoned since. Also has quite a few tiny rim bumps. As far as legitimacy goes I cannot answer your question.
What's that funk on the reverse rim below the D in DOL ? Looks like solder. My guess is this coin was in a bezel or has had some rework done to it. Overall, the color isn't too bad for a seated dollar; they're notorious for harsh cleaning. It's tough to find nice ones.
