Question about Grading

I have been collecting for quite a while and never paid much attention to grading. I started when a proof was a proof and an uncirculated coin was only graded uncirculated. I am sitting here looking at my Legacy Set and wondering why the 2 commemoratives aren't graded a 69 or 70. I don't see anything wrong with either coin.
I guess what I am asking is what makes a coin get the highest grade possible
and doesn't the mint only ship the highest graded coins in these "speciality sets"?

The difference in a coin from MS-67 to MS-70 is generally an imperceptable thing to the eyes of most collectors, but even in the specialty sets the die state changes a little with each coin, minor imperfections such as hair lines in the mirrors , and small yet critical areas in the frosted areas can ding a grade from the coins.

at grades 69 and 70, I think particular TPG company guidelines and grader mood play a part.the difference is a very minor thing at these levels.

Is your set slabbed or still in the Mint Packing...if its still in the mint packing it might very well be a PF69-70....with the grades of 69 and 70 it takes a good eye....maybe a 10x looking piece and a look at the strike.

It is still in the set. I probably would never have it slabbed but to me they are both beautiful coins and I am very pleased that they came from the mint in this condition.
