Both of these bills have been passed by the House & Senate. They just need the presidents signature to become law. The first bill would produced up to 2 million 9-11 ten year anniversary commemorative medals. Rant: so this is how Congress is going to get around the two commemorative limit each year. Just call them medals. I am getting myself that 9/11 medal when it comes out. To me, 9/11 was one of the most important, but saddening, parts of our country's history.
I think 9/11 should be an exception to that 2 commemorative rule. I'll be interested to see what the design for the star-spangled banner ones are though. I think that, if they only would, they could come up with some pretty cool stuff for that.
I usually have no interest in the commemoratives. However, I plan on getting at least one of the 9/11 medals as well. In this case, it will be more symbolic of my patriotism rather than the numismatics.

You'd rather have the mint produce a proof 2010 ASE when they could make a 9/11 coin/ medal? The mint never made '09 proof ASEs, so maybe they should be done with the proof ASEs all together.

Maryland / Baltimore is going bananas with spending money, preparing for the bicentennial of the War of 1812 at Fort McHenry. I think the fort got all of 2 visitors last year, and one of those was a tourist trying to avoid the tunnel tolls on I-95. I guess with the bicentennial, they'll up the visitor count to 4.
OK but one, who is going to tell the people who were to be honored they are being canceled, and two which one do you tell? The army, or the medal of honor winners? I don't think I would want to tick off either group.
OK, Maybe not canceled, just postponed. I do not believe that 2011 is a significant year for either one of those programs.
