What does it mean when a quarter is "SMS" graded by NGC? I searched online, but all I got was SMS messaging rates lol. It's dated 1965 if that makes any difference.
The Mint did not produce any Proof Sets for the years 1965-1967. Instead, they issued the Special Mint Sets. Chris

They are more like the Uncirculated Mint Sets, but there are PL coins that have come from the SMS. Chris
No. They were made on highly polished planchets, but not proof planchets. They lack the mirror shine, and sharp relief that a proof has.

SMS's are essentially mint set coins struck by proof dies. This same process was used for later mint sets except few of the dies were processed like proofs.
