    is it Hollow feeling?
It seems to be a Science experiment from a Chemistry class. You can dissolve the insides of a penny and leave the copper coating with a certain acid combination

Its more like the copper was dissolved and left the zinc

Weigh it. And what's the date (if you can make it out)? A copper coin from 1982 and back should weigh 3.11g and a copper plated zinc from 1982 to date should be 2.5g

Weight came in at 2.4g and the only numbers i can make out is the 19

Can you shine some light on the coin and retake the photos?

From what I can see in your dark photos it looks like the reverse is concave (sort of like artisans do to Buffalo Nickels to put on a belt). I can't see much on the obverse. It all looks like PMD of some sort but I can't say what from those photos.

I will try to take better pictures, it looks like it has been spooned like to make a ring out of it.

If that is the case it is not an error. That would be PMD.
