I have seen it in Illinois while in the break room at work. It was in the daily paper and called. Ours said that it was free but after calling and having a few exploratory questions asked they wanted to know how many I wanted and what my credit card number was. I hung up.

Nothing's printed on the bill--it's all a sticker, using a removable adhesive (think Post-It notes). Since the sticker can be peeled off in a second leaving the bill unharmed, the bill is not defaced.

The World Reserve folks may be ethically challenged, but they're not dumb enough to go ripping off the public without checking everything with their lawyers first.... :(
