BU at the very best. Nice looking Roosevelt. Good luster, sharp relief, very good strike.

What number MS is BU? MS 63? MS 60? MS65?

MS-60-MS70 depending on how many bag marks/eye appeal it has.

The lighting used gives the dime a red color, but it also shows distracting marks on the obverse keeping it from MS level.

    BU yes, MS no.

You will have to submit your coin to a third party grader for that kind of determination. I do not use the 70 point numeric scale, especially when I have only a photograph to work from.

    Oy.

All BU coins MUST be mint state (MS). By definition. Marks on the obverse only serve to determine which MS grade the coin has. If there is any wear at all, it cannot be mint state, and it also cannot meet the "U" part of "BU"

This coin looks like it was pulled from circulation after coming directly out of a roll, complete with a fingerprint or three on the obverse. Likely grade is going to be somewhere between AU58 and MS63, depending on whether someone else handled it after it came out of the roll. It looks like a nice coin to put into a collection built from circulation, but there are an awful lot of similar coins out there and they really don't have any value above face.
