I too dont like to talk about others coins in a bad way. But he did ask our opinions and that I will give. At first look it looked semi harshly cleaned and I think it'll be a body bag or the Genuine label. That said. It's a hard date of course and I don't own one I'd take it for sure but that price would be a big deduction from a non cleaned one. And I see no reason to think it is not authentic.
Im thinking harshly cleaned unc details. It is definitely worth having authenticated, and would probably bring a great price at auction. Somebody working on a 7070 would snatch it up real quick.

That is correct. Think if a person is polishing a die. The surface of that die drops off where the face starts and there is no way that the instrument that is polishing it can drop (evenly too) and scratch the impression too.

even though its cleaned, its still a great coin with unc details. as long as getting it back authentic does not bother you, do it. i personally would send it in.
If the black spot is not into the metal, you may be able to remove it by just nudging it with your finger nail. Or any thing non metal of hard to leave a abrasion to the coin. Good luck. -O)

I would say they would put it in a Details holder which would say: FINE-12 DETAILS, HARSHLY CLEANED. - coincrazed
c'mon, really? are you serious? The details are far better than Fine. Maybe you mean Net grade F - AU details.
It was bargain priced---I am even more concerned about authenticity. I hope you purchased it from a reliable dealer.

XF - Improperly Cleaned - Authentic If you have a problem cent , just send them to the school for bad pennies. You won't recognize them when they come back to you.
