oops This is the 1981 with images of Arkansas Centennial coin

 

I googled 1980 $20 peso (both pictures you show) and came up with several images that look identical to what you are showing. Makes me wonder if there is an error then.

 

If you look closely at the 1980 $5 Peso on front you can see the image of faces on the Arkansas Coin

 

I don't see anything, but it's not unusual for people to squeeze/hammer two coins together and impress the image of one upon the other.

 

Glad I am not the only one not seeing anything. I thought I needed new glasses there for a minute.
