It's a pendant.

 

Specifically it's a non-coin pendant celebrating Victoria's 50-year Jubilee.

This is a medal/medallion or maybe a watch fob commemorating 50th anniversary of Queen Victoria's accession to the throne.

 

There were ton's of souvenirs made for Victoria and a lot were saved. The values aren't high, generally around $20 or so for items like this.
