I went on ebay to buy a loupe. This was a week or so ago. So I'm scrolling down and see a very nice magnifying glass. The guy said he bought it for 15 bucks but never opened it. I was the sixth bidder and got it for six-something plus two bucks shipping. I paid, then got a message saying the seller no longer had an account, so I cancelled my transaction. He emailed me the next day, apologizing, saying his account was open again and if I still wanted it, my payment would now go through. I sent my payment again. Same thing. I cancelled the transaction again. I emailed him back telling him what happened. This happened to me before, so I asked him to relist and I'd look for it and bid again. Well I forgot about it. This morning I get an email from the guy. The magnifying glass has been re-listed and if I still wanted it to check it out. By now, I wasn't interested in it, but decided to check it out. Maybe I could get it cheaper. I went to his listing. Same magnifying glass. Same schpiel, except no word that he paid 15 bucks for it. It was listed as a "Buy It Now" for 17 dollars plus shipping.
I agree that is one way for the seller to relist - if you still have the transaction you can leave negative feedback. I would not be surprised if he said you cancelled the transaction. I would then move on and not worry to much about it.
