how do you enlarge a picture after scanning

I use Paintshop Pro, but Photoshop is better. But you got to realize, you LOSE quality when you enlarge. In my opinion, i'd rescan it at a higher resolution and resize them smaller

I use my MS Windows Phot Gallery viewer. There's an option on the top menu bar called Fix, click on that and you can crop the photo and save and it will be enlarged.
