This is the obverse of a 1993 Canadian cent. There are several horizontal lines projecting from the Queen's profile. I'm thinking poor die polishing. Correct?
It well could have been a administrative decision not to polish, as to remove the deepest damage would possible have altered the profile significantly. Trying to prevent a 3-L buffalo variety probably. It appears that maybe polishing was done on the upper lip and between the lower lip and chin. I must admit I don't collect these and am not aware of striking characteristics.
