I recently purchased a few proof sets off Ebay and after a close inspection saw what appears to be doubling on this Franklin. I have looked online in various places and cannot find any pricing guidelines for what this might be worth. What I'm seeing on your coin is known as machine die doubling, or strike doubling. It is not a true doubled die, and carries zero premium - it is generally considered damage.
