As others have said certifying is when you send it off to a TPG (third party grader) to have the coin authenticated. Some say that this is to verify without any doubt the grade of the coin. Just remember that even when it is graded by a TPG it is still someone on the other ends opinion of how the coin grades and is not the gospel.
If your sure you will get the same grade then I would agree go with PCGS most of the time but that depends on type and such.
