I have had this coin since the 1960's and it had obviously circulated before I received it. I am surprised that such a malformed coin didn't go into somebody's coin box much sooner.
A lot of people don't pay a lot of attention to their coins. It could also be some noticed it, but it wasn't worth keeping to them. A shilling wasn't small change 50 years ago.
