When is an indentation on a coin a die gouge or PMD?

    In the past year, I have found three more of these quarters in two customer rolled quarter rolls from a bank in my area while CRHing. They are the same with recessed
    mark.

    Seriously, it looks raised to me. I'm stumped unless it's a die error that I'm not aware of. Didn't you say it was recessed?

    to be honest it looks raised but its a bit hard to tell

    Looks like it could be a die crack or chip. Interesting coin for sure.

    its on multiple coins in the exact same spot and the exact same size
