Why wouldn't it be a printing error? Reason being the mint printed the '8' that is misaligned with the other numbers! Am I wrong?
Paper currency is printed in different stages. The serial number I believe is the last part of the proccess. I have also seen it referred to as a Stuck Digit. Cool but nothing major.

Live and learn, it’s not counterfeit. It’s a stuck digit and it happens more than you think. Not worth a lot but neat to find.
i think it totally groovatious. i wouldnt settle for any less then a bazillion bucks for it.ive never seen one like that before and weather or not its an error i havent a clue but i bet if you call the mintmaster someone gets their but smacked. ..
