I agree with Finn. There are some notes, that have a minimum value over face. Let's say there is a $100 bill and the book value lists it as $105. Well there's really a tough market for selling this type of bill as an LCS can't pay you anything for it, (above face) or make any kind of profit on it. Unless you are able to find your own buyer (coin show maybe) but something like Ebay the fees and postage does not make it worth your time and you end up losing money. Well now for whatever reason, you like this bill and don't want to spend it and now 20 or 30 years have gone by and the value really hasn't gone up. $105-$110 whatever). A bill that had $100 worth of buying power back when you put it aside, now isn't even worth half that when you spend it. So there are things like that to consider.
