Incomplete Planchet. They call it a clipped planchet but at no time was the planchet itself ever clipped.
The correct terminology is an incomplete planchet and yes it is. It’s an error so save and protect it. Not worth a lot but fun to find and have. This is a curved clip on an incomplete planchet. They are many different types of clips.

Very nice pick up. I have a number of them, even on an IHC and a triple clip on a Kennedy Half Dollar Incomplete Planchet.
A good overlay. The registration of the metal strip becomes out of sync with the press. There are a number of ways this happens. Except for the ragged clip. That happens when the coil runs out and the sensor doesn’t detect the edge. Makes for fun error collecting. Incomplete planchet seems to be the better descriptor but I suspect that the clipped planchet vernacular is more popular at this point.
Yes it is but the clip planchet is not what it is. It’s the type it is, curved, straight, ragged, etc. Those are types to identify it but what it is is an incomplete planchet.
