Y vs Adam's apple is this an error?

Hello CT World,
Going thru my coins this morning and came across this 2014 D mint quarter that I need help with, if possible.
It seems that the "Y" in the word Liberty is touching Washington's Adam's apple.
Is this an error? Not sure how to research this one.

I placed 2 quarters of the same year together for comparison.

I see it as die deterioration.

 

…no need for a second post. Deterioration.

 

If you think about the die making procedure, and then the minting of that design, when, where, and how do you think it could have moved the letters over? Couldn't, could it?

 

A worn die did that.
